Ruthar is in general good health. While definitely bigger than the average halfling, Ruthar has grown a few grey hairs recently.

Ruthar can be identified by his crooked nose, which appears to have been broken at some point in his life, as well as his bright pink eyes.

Well known as a money lover, High Lord Ruthar is the biggest capitalist in Roshar. After ascending the throne inherited from his mother in 1141, Jamoas Ruthar began making deals with the wealthy to favor them in government contracts if they cut corners and split the extra funds together. This is evident around his lands, which have fallen into misery. Out of all the High Lords, Ruthar is considered by the others to be the most likely to fall to revolution from the people in the Dahn. Unlike his compatriot High Lord Hatham who puts in the minimal effort to upkeep his lands, Ruthar is constantly looking for ways to make more money, even at the expense of his own people. By including other nobles in his schemes, Ruthar has prevented them from overthrowing him and instating a new family as High Lord.
High Lord Ruthar is most famous for the Destruction of Zek'bin-wed In 1110 EOS. In 1099 EOS, High Lord Ruthar was informed that there was a potential ore deposit just inside Kholin territory on the border with his. Encroaching on Kholin territory, he ordered the construction of a mining operation, which opened the small mining town of Zek'bin-wed. The operation went unnoticed for 11 years, until scouts of house Kholin (who had been focused on territory disputes elsewhere) found the town. High Lord Kholin marched a small army to the town to destroy the mining operation, however the spies in Kholinar were faster, alerting the town (which was being visited by High Lord Ruthar at the time). The High Lord fled, taking as much ore as his carts could carry, and then ordered the entire operation (including the town) be destroyed. To cut costs, the contractor detonated explosives around the area, destroying the town and killing the miners and people there. While it was most obviously a ploy run by High Lord Ruthar, no evidence existed aside from a nearby witness, however he was deemed as insane and therefore not credible, and thus Ruthar got away with this.
