Crystal Pact

The Crystal Pact is a remarkably new diplomatic treaty between the Rijk Kingdom and the Mahmian Protectorate, which saw the formation of a joint border force to prevent illegal miners crossing the border to mine out the Mana Crystals found in the Rijk-Mahmia Mountain Range.   The talks for the Crystal Pact took place over the course of multiple weeks as both sides argued over the terms of the agreement and how enforcing it would be handled. At one point, the talks began to break down to such a significant degree that members of both sides began to leave, believing it to be an ill-conceived endeavour in the first place, but most later returned when talks began to stabilise.

Purpose

The purpose of the Crystal Pact was the prevent the rapidly escalating diplomatic situation caused by the Rijk Crystal Rush of 1916, which would've led to a major diplomatic incident or war if it was not handled appropriately.

Caveats

The agreement determines that any illegal miners crossing over to the Mahmian Protectorate from the Rijk Kingdom will first be deported back for their first offence but if either they are found to make multiple attempts or have successfully begun excavating Mana Crystals will be handed over to the Protectorate for criminal prosecution.

Publication Status

The Crystal Pact is publicly known and often promoted as part of occasional public media campaigns by both signatory states to deter resurgences of illegal mining in the mountains. If someone wishes to acquire a copy of the full document, it is readily accessible from most government archives in both staates.

Legal status

Although there is no official designation for who is the primary judicator of the Crystal Pact, it is treated as a joint responsibility between both signatory states.
