Dragon Highlord

Dragon Highlords are some of the most powerful dragons in the Metallin Empire and entrusted with the rule and protection of some of the largest and most important territories. Though it is not a given that there aren't any dragons stronger than the Dragon Highlords. It is rare but there are times that a dragon asked to become a Dragon Highlord refuses or one currently ruling, leaving a weaker and younger dragon to take the title. While numerous Dragon Highlords have retired from their position since the founding of the empire it is unclear what happened to them due to the fact that every Dragon Highlord to retire has seemingly vanished without a trace. This fact often goes unnoticed because, for various reasons, most Dragon Highlords tend to hide or simply stay out of the limelight somewhere within their own territory.

Either as a result or the reason of the Dragon Highlords hiding where few can disturb them, most of the day-to-day ruling of a Highlord's territory is done by various Dragon Lords chosen by the Highlord of that territory rather than the Emperor. These Dragon Lords often differ from normal ones for more reasons as well. For instance, these Lords will not have their own land or estates, they are paid less for their work, and while they can make laws and how things work in the territory, they often have to get approval from the other lords of that territory as well as get the approval of the Highlord.

Though there is no rule about it there as never been two Dragon Highlords of the same scale color, thus they are often referred to by their color. The terrain of a region can also be determined by the color of the Dragon Highlord ruling it because they tend to not rule over territories that they do not feel comfortable in. Because of this, you can often find numerous dragons the same color as the Highlord in their territory.
