Dragon Lord

A position that is similar to nobles in human civilizations. A dragon that holds this title is given authority by the emperor over the entire territory. This includes any untitled dragons within its borders, any dragoons stationed there, the mortals that live there, and any and all laws not decreed by the emperor. Any Dragon Highlords, the Emperor, and any of their Hands, or representatives, are the only ones above Dragon Lords.
