The People of the Dead
One of the four city-states of the The Red Desert, the People of the Dead is a civilization of people who revere the dead more than the do the living. Utilizing the massive cave system under their city, the People of the Dead have built catacombs that rival the great crypts and catacombs of Arndeal and its necropolises. Like the other civilizations of the Red Desert, the People of the Dead strongly believe in the sacrifice of the races. To the People of the Dead, their ritual sacrifices are meant to preserve people in their prime as well as to honor them with the great grace of death. Although their rituals are an important part of their culture, they do submit outsiders and their slaves to their rituals. The people chosen for the rituals are picked at random through a lottery that includes everyone in the land at the time.
Structure
The People of the Dead are led by a council of elders that control every aspect of the city and its surrounding area. The details of the members of the council and the number of members are kept from the public.
