The Freemen

An independent ruling body that loosely governs the lower social tiers. They provide basic law enforcement, protection, trade regulation, and serve as the intermediary between independant settlements and the regional capitols.
The Freemen Association is comprised of a mixture of most of the intelligent races, and provide services and representation to any group or settlement will and able to pay their membership dues.
