Cog of perfect loop

In Mechanus, the plane of neutral law, perfect balance reigns supreme, and everything exists precisely as it should. Here, the physical embodiment of every universal law is meticulously represented.
Among the many cogs within Mechanus, one cog symbolizes time, repetition, and loops. Within this cog, inhabitants live out their lives in an endless cycle. Each morning is an exact replica of the previous, and every afternoon time flow backward, a mirror image of the morning.
For instance, if rainfall occurs (it originates from the center of the cog) starting at 11 AM and lasting until noon. Then, from noon to 1 PM, the water ascends back into the sky.
