Structure

The Empress/Emporer
The Empire is mainly controlled by the Emporer or Empress of the Empire. On their side stands the imperial Council which helps the Empress in matters they don't know much about. The word of the Empress is the law, all nobility and people living in the empire have to obey the word. The Empress can overrule all the law and rules other people with authorities create.

The Imperial Council
The imperial council have no real power in the empire. They are mainly advisers for the Empress. And still they are somewhat respected and their words have some weight behind them so that many nobels considere if they talk.

King/Queens and high ranking religous persons
Belove the Empress are the King/Queens and Kardinals. They are govenors of vast areas inside the empire. They can inheiret or be choosen by the Empress. In case of the Kardinals, they are voted by others into the rank of the kardinal and then given the area to govern. In both regards of Kings/Queens and kardinals they are given the authority officially by the Empress during the coronation.
The Name of the Title of King or Queen is choosen by the tradition bevor the empire was founded by many kingdoms. King and queens do not posses the same ruling power as independeten king and queens from outside the Empire. They are still bound by imperial law.
Kings and the other are allowed to further divide their fief in smaller areas that are than normaly governed by a count.

Duke/Duchess
If the fief of a King is to vast for him he creates duchies. A Duke rules over multiple provinzes instead of the King or Queen. The title of the duke is the only nobility title that dosn't come directly with a fief, but because he governs counts, he indirectly posses fiefs.

Counts
Counts are choosen by Kings and equel ranking nobility or directly by the Empress. Their provinzes usually consist of a capital town and the surrounding settlements. A King can add a prefix to the title of a count to further specifi their county, e.g. castle-count if the capital of a county is a castle and not a town, country-count if their is no big difference in the capital and the surrounding settlements.
Counts

Markcount
A Markcount is similar to a regular count, with the expactation that he is a direct subordinate of the Empress. Even in terms of power is he on an equal level with a regular count. The difference is that inside his domain, he is able ignore or decline the order of higher ranking nobility with the expactation of the Emprees. But the consequences can be severe for a count if he is in the wrong.

Knights
Knights are the lowest nobility inside the empire and the only title that can not be inherited. Their fiefs are single settlements or in bigger towns and cities only a single district. But because they are the closest noble to citizen and peasents of the empire, they are an important way to talk with the higher nobles and the Empress.
