A title bestowed upon the head merchant of the city who has be granted the power to make laws, pass judgement, and rule absolutely.
The Hulorn approves, or decrees all laws and the highest court cases in the city and its regions.

The Hulorn reigns with absolute power.

Grounds for Removal/Dismissal

Past Hulorns have only been removed by resignation or death.
