Magical Item: Spell Scrolls

• Spell Scrolls require no material components and no Somatic but they must be read aloud.  (Assume it's a just a few words and can be read as an action.)
• Spell scrolls can be Counterspelled.
• Readying the spell scroll does not consume the spell scroll. The reaction taken is to read the spell scroll when the trigger happens and at that point it can be Counterspelled.
