Lomian Conspiracy

You can sense it in the back alleys, or catch a stolen word from a whispered conversation. If you stop and listen carefully, you can find it all over the city. It is not something that is acknowledged, yet it is one of those things that will always be there.
  When it comes to conspiracy theories and tales, Tosormi is as ripe of them as any other place. Which is the most popular at the moment varies, of course, but ever since the Lomian Empire was thrown out of Tosormi there is one conspiracy theory that can boast with having the largest following: the Lomian Conspiracy.   The people who subscribe to this idea think that the Empire only says they left Tosormi, while they in reality are still ruling it from the shadows. To these people, everything is controlled by the Empire, from the Government down to how much you have to pay for bread tomorrow.   Of course, it varies how much, or how far, people take the conspiracy. There are a lot of people who would be considered quite sensible who agree that it makes sense that the Lomians wouldn't just have left Tosormi to itself, however, only the most convinced think everything is about the Lomians.

So how is it then?

It is simply not true. Sure, there are Lomian spies in Tosormi, just like there are Tosormian spies in the Empire. But they're not really controlling anything. After all, kicking the Empire out of Tosormi was the deities work, and no matter how power hungry of an emperor you are, you're not simply going to go against the solution to a full on celestial war.   Do the Empire want Tosormi back? Well, that is a much more complicated question. Obviously the current emperor thinks of Tosormi as part of the Empire still, but the threat of angry deities punishing you is still far too real.

Yeeeah, I don't think I'd argue with angry gods, haha. What a great conspiracy, though. Definitely believable. :)
