Traveller: Second Contact is based on the Traveller Univserse. The PCs start as the crew of Earth's first space ship, a ramjet sent to a nearby star. But it turns out that the Universe is not empty...
Eventually the PCs will reveal they believe their planet to be the origin of Humaniti. Eventually the Solomani hear of this, and decide to investigate the claims of these so-called Old Earthers.
Meanwhile, the reason Old Earth has been so isolated is that the Ilan-ye, a mysterious empire with a ruthless military reputation that has enforced a red zone on Ole Earth for as long as rtecords exist. The Ilan-ye are assumed to be aliens, but no one is sure and their only contact with the local civilizations is through robots.
The Subsector, assigned from the Ilan-ye, is largely dominated by the Galactic Corporate Empire. A TL-11 empire, the GCE is a corrupt Empire that has been bled by it's own corporations. Most of the other subsectors are treated as simply resource suppliers by the corporations of the GCE. This arrangement has ensured that throughout the subsector, the GCE's huge industrial trade network has created a tiny corrupt elite and billions living in grinding poverty.
The cultural center of the Subsector is Nineveh Station, a huge space station in GCE space, only 2 parsecs from the Ilan-ye's Aloha Station. This station is the heart of the GCE's trade network, coordinating trade between the GCE, its client systems, and the Ilan-ye. Nineveh Station is also a diplomatic center, entertaining embassies from the Hiver Federation, the Solomani Sphere, and all of the client states.
The PCs enter Nineveh Station as refugees, forced to figure out GCE society on their own. The decisions the PCs make will decide the fate of the subsector-and maybe the Galaxy.
