magical potential - enhanced or reduced
Magic is a base component of life. Whatever lives has some magic in it, this magic potential varies from species to species widely and within a species to some degree as well.
We know that those variations produce active magic users within a species that is not overall magically active and it can produce magically inactive individuals in a generally magically active species. To that extent, we have records and other evidence of magically inactive dragons etc.
Whenever we identify an individual that falls out of the normal range of magical potential within its species we speak of it showing "an enhanced or a reduced magical potential."

Causes
It is unknown what triggers either the enhancement or the reduction of an individual's magic potential. Research has shown however, that it does not necessarily run in families as the chance for a potentialvariation, of similar type, is only slightly higher if one or both parents are of the same potential.
It apears to be a completely random occurance.
Symptoms
Basically the condition results in a more plentiful- or a less plentiful concentration of magic in an individual when compared to other individuals of the same species. This can however, have significant consequences.
