Scholastic imperial Institute
"The Scholastic imperial Institue as gifted by Her Honourable Majesty Empress Rugulia of Habria" is the full name of this Institute of higher learning on the island of Habria in the city of Frundal.
The "Institute", as alumni rever to it is open to everybody who can read, write, do basic calculus and of course is able to pay the fees.
All in all, a very good place to learn with fairly few restrictions, even on the study of say, less accepted magic or less acceptable experimentation on subjects. Learning and knowledge are considered valuable in themselves and thus restrictions on such would be bad for the community, the state and the person.
Also any Habrian worth his salt would never even think about the application of such knowledge to unhonourable goals. It simply is not done.
