Like the beanstalk in 'Jack in the Beanstalk', it is a large vertical stalk of condensed magic interwoven around a physical elevator that reaches approx. 2 km into the sky, where an artificial floating island holds the The Council of Turien's headquarters.
Founding date: 3020 (29th year of the Fairy, 6th cycle)
Initially, the Elevator and subsequent headquarters were built specifically to be in the centre of Turien. At that time, Humans were spilt into various groups, that would sit underneath other Races. After the war, some of the Humans grew quite scared and realised how vulnerable they really were in this world. So, a group of them started to build residences beneath the Council headquarters in order to keep themselves at least somewhat safe as well as independent. (As attacking below the Council Headquarters would be considered an attack against the Council which is an attack against all of Turien and life itself.)
Growth of Mid-City
Humans over time grew their settlement into a city, Mid City. Four other Human cities branched from Mid City (South City where Mermaids trade, North City where Beast-kin play, East City closest to the Great Forest and West City near the Underground entrance).
As their city and population grew, so too, did their independence and reliance on the Council.
Council Living Quarters
The Council members, one of each Major Race, each have permanent living quarters in the Council Headquarters. There is also a staff area on the Island, as well as one below, in Mid City (next to the University). Thus, the non-Human races are not directly engaging with the Humans of Mid City on a regular basis.
Next to the University, as well as the staff area, there is the Elevator and an area owned by the Council, just for the Council and staff. And a gift shop for their Heros.
How do Humans view living under the Council of Turien?
Some Humans feel honoured that they live close to the overarching governors of the world.
Some feel safe (reasons why the city started are still valid)
A lot don't realise any significance to the Council being above them, unless they are specifically looking at the Elevator, and even then it is just part of the view.
The Elevator itself
Man-made average elevator in the middle, with silver doors. It is fully automatic. Humans, at the very least, have to use this to get up and down. Surrounding this are the five condensed strands of racial magic. These can also be used as elevators, as a kind of magic slide that also allows those of the major race to travel up and down their racial magic strand. Those with the blood of two or more races have to use the man-made elevator section.
