We Forbid You

Dear Harkens Mish of the Forest Elves,
We, The Council of Turien, the undisputed authority of the use of magic in the realm of Turien have found your particular use of 'Earthen Dump Magic' to be against the moral and ethical laws of the realm.
Thereby, we have decided to institute the first Forbidding in Turien. The ceremony will take place as follows:

• Location: Council Housing (in the centre of Turien's landmass)
• Date: Analysemonth the 10th, Year 8 of the Century of the Nymph, 1st Cycle
• Time: 11th hour of the day.
• Other: Lunch will be provided afterwards.

We invite you to come and watch. We will then watch over you for any changes and ask you to test your abilities. If you are unable to turn another living person into mulch using your magic then we will have succeeded. Bring anyone else who has attempted this feat.

In the 208th year after the founding of Turien, the Council of Turien came together to do the first Forbidding of a magic. There had not yet been a war in the world, nor had there been any other significant conflict. 
The Council had no idea whether a Forbidding would work only on the person they told or on every person currently alive, nor did they know for how long it would be Forbidden for. It was later confirmed that once a specific magic has been Forbidden, it is Forbidden from any use for the rest of time, and it did not matter whether they let the person concerned know or not. 
They were also uncertain as to whether Harkens, in this case, would die as a result of the Forbidding. It did not happen. They were glad they had prepared enough lunch for him too. 
The first letter to warn the main magic-user of the Forbidden magic known as 'Earthen Dump Magic' has been magically kept preserved and hung on the wall of the Council Housing. Any move over the centuries has retained this letter and placed it again on the wall of the Council Housing in current use.

Purpose

To inform Harkens that the use of his magic to turn people into mulch for his garden would be taken away from him.
