Baervan Wildwander's Boots of Horthluas

These magical Boots of Horthceleritas allow any gnome or halfling to increase their speed to a base 24" from 6" for a limited period of time, and to 12" from 6" during all times in which they are worn. The gnome or halfliing can use use them to increase their speed to 24" a number of times per day per level, with each use lasting one round of game time. For example, a gnome that is a 3rd level thief and 2nd level illusionist, could use the boots 5 times in a day to move their speed to 24" for 5 rounds. When the gnome or halfling uses the boots at full 24" of speed and the gnome or halfling is provided a +2 bonus to Armor Class in combat situations in which the full 24" movement is allowed.   The boots were a gift from the gnomish god Baervan Wildwander to the forest gnomes of the northern lands of Sinann. Baervan Wildwander is gentle, good natured, and mischievous, and his penchant for good natured mischief rivals the chief of the gnomish gods Garl Glittergold himself. Though Baervan sometimes plays jokes on other creatures, it is hard not to like him. He is the patron god of gnomish thieves. Baervan is a spry old gnome with nutbrown skin and a jaunty beard. His friend and constant companion is a giant raccon named Chikitkka Fastpaws.   The name "Horthluas" means Fast Speedy, with the Elvish word "Horth" meaning "fast" and the ancient Celtic word "luas" meaning "speedy."   Lord Crispin Jared of Immersea mysteriously obtained the magic boots on a mission to the northern lands past the Nation of Galletica, and was informed that their rightful owner was a forest gnome that had forgotten his name.
