Government

In a few words, the government is a theocractic democracy. Every six years, citizens democratically nominate up to six candidates for prime minister. Then the clergy gathers to decide which of the candidates will become the next prime minister. The prime minister then appoints other advisors and leaders. These officials normally serve as long as the prime minister does. The clergy reserves the right to impeach the prime minister and deny their appointments. For the prime minister, it pays to stay in the church's good graces.   Judges are the one exception. Judges typically serve for life once appointed by a prime minister. Unlike other government officials, they can't be dismissed by future prime ministers. Only the clergy can remove them from their position if they suspect that the judge is guilty of heresy.   More on the legal system -- Legal courts use the inquisitorial system. There is no jury, and trials are held before a 12 member panel comprised of professional judges -- those who were appointed by a prime minister -- and lay judges -- ordinary citizens selected via lottery who meet certain qualifications (literacy, level of education, no criminal background, etc). The proportion of professional and lay judges depends on the severity of the charges.   Attorneys argue the case, taking the roles of prosecution and defense in a manner that would be familiar to Western readers. The defendant (or their next of kin when physically unable) must be present for the proceedings. Traditionally, the defendant testifies, but they are not legally compelled to. During the proceedings, only the professional judges are addressed as "Your Honor". The lay judges are addressed as "Magistrate".

Defences

A troop of city guards police the streets and keep watch at the gates. High-ranking clergy and government officials have their own bodyguards.

Guilds and Factions

The church is the de facto ruling power in Umbral. The religion centers on moon worship.   The secular government is far more visible in the day-to-day lives of the populace, but doesn't have as much true authority as they might appear to have. Every prime minister has felt like their hands were tied by the church.
