The Keeper
The Keeper of Stillharbor is either an incredibly old Phervian or tens of extremely powerful Phervians, both incredibly unlikely. What is known are the 'shells', and the small shadows that can be seen through the tower window.
Shells
The three shells are magical golems the keeper uses to travel around and check on those under their care. Where they're kept when not in use is not common information, and even tends to change.Goliath
A large nine-foot-tall goliath made of steel, magical war runes carved as war paint. The oldest shell, Goliath as it was called was commissioned so the first keeper had a way to talk to his captains. While the form that normally is used in military situations, it rarely fights, mocking those who it faces instead. Its most famous appearance was during the Paladin Siege when it called every member of the army Father's hamsters, and less than flattering names for their mothers.Judge
A stone statue in the center of town of a meditating Phervian, originally commissioned by the second Keeper as a way for him to pass judgments. Though it has been destroyed a few times by the Paladins of Akoom. It does always seem to be repaired within a day. The only shell unable to move, it holds 'Court' in the main square.Sage
Also appearing during the second's rule, the Sage is an Elf flesh golem, or at least is believed (and hoped) to be. Often found wandering around town talking to citizens several times a week, it seems to frequent inns and listen to the gossip.Alice
A small seven-year-old girl randomly showed up during the blood age, no one knows what she is. What is known is she is the Keepers's messenger and is seen most around fairs and celebrations. She is also the one to hand the Demon Prophet the note.Pacifist or harmless
The Keeper is known for his nonviolent stance on many issues, using his magic to confuse, misdirect, and mess with aggressors against Stillharbor. While with the first Keeper is was very much a case of pacifism, he was picked for that reason, it is unclear if the title has changed if the new ones are powerful enough to defend the area if the enchantments and illusions fail. However, the ability to mess with groups of people while being polite hasn't gone away. The Keeper first and foremost is a servant of Stillharbor, helping guide it with a wise and gentle hand.
