Bass Reeves Fugitive Recovery Agency

History

The Bass Reeves Fugitive Recovery Agency (BaRFuRA/Barfura) is a bounty hunter company created in 2312, shortly after the PBUA took effect.   In the years following the PBUA, crime rose significantly throughout the systems and UN peacekeeping forces needed help with apprehending criminals and fugitives. Many similar companies showed up around this time which limited the success of the company.   While its competition slowly dwindled as the UN started to control the star systems, Barfura managed to keep its place. In the year 2422 the UN Council enacted a law that basically outlawed bounty hunter agencies with the sole exception of Barfura. This was a highly controversial decision and it led to quite a few protests, but they hadn't managed to change anything.   The reason for the decision was an open secret. As the contracts used by the company were highly confidential and thus anonymus, many politicians used the company to eliminate their political rivals. Additionally, the CEO of Barfura at the time was the son of the U.S.A. President which cemented the company's place.   Since then, the company was usually employed by various companies and the UN peacekeepers.  

Rules

At the time of its creation, Barfura was able to handle its affairs quite freely. Throughout the years, many limitations were put on them however. Currently, there are specific requirements that need to be fulfilled for them to apprehend or kill a contract target.

Apprehension

  • The target must be the subject of an official contract and the contract must be in the possession of the agent.
  • The target must be convicted of a crime and not have served their sentence for that crime. This requirement can be fulfilled retroactively for up to 1 year after apprehension.

Elimination

  • The target must have used lethal force against the agent after their intention of apprehending the target have been made clear to the target.
  • The target must be in possession of a lethal weapon and must be cabable of using that weapon.
  • The target must have Level 1 or 2 Protection Status
 

Rights of the target

  • The target has the right to resist apprehension by the agent.
  • The target has the right to escape from the agent before, during or after their apprehension.
  • The target has the right to first aid for injuries inflicted by the agent.
  • The target is entitled to 'humane' living conditions while in custody by the agent.
 

Rights of the agent

  • The agent has a the right to bear arms in accordance with local laws.
  • The agent has the right to wield weapons in public as long as they have a valid reason to suspect that their target is within 10 km.
  • The agent has the right to use lethal force to eliminate their target if the requirements are met.
  • The agent has the right to cause damage to the property of the target if they deem it unavoidable in the completion of their contract.
  • The agent does not have the right to apprehend or eliminate a target that is already in custody by UN peacekeepers or other agents.
  • The agent does not have the right to inflict harm upon people not part of their contract.
  • The agent does not have the right to inflict harm upon a target before their intention of apprehending the target was made clear to the target.
  • Any person that is knowingly and intentionally defending the target after the agent's intention of apprehending the target was made clear to said person can be considered an additional target by the agent. People above Level 2 Protection Status are excempt from this rule.

Rule of Conduct

The agents of Barfura are expected and taught to behave in a certain manner in order to make sure that all laws are abided. These rules are guidelines as to how an agent should go about their contract.  
  1. The agents should find out the whereabouts of the target.
  2. The agent should establish contact with the target.
  3. The agent should notify the target about their intention to apprehend them and command the target to cooperate.
  4. The agent should make an attempt to apprehend the target.
  5. If the target resists apprehension using lethal force, the agent should eliminate the target if the requirements for elimination are met.
  6. After the apprehension or the elimination of the target, the agent should hand the target over to UN peacekeepers or the contractor.
