Ruling body of the city of Everlund.

They were approached by a mysterious orc later identified as Grukag the Cruel who facilitated several members to make deals to increase their own power.

During the Populi Voluntatem uprising of 1492 most of the council was slain by The Outsiders aiding Sarlista and her rebels.
