Emperor of Allrock

The Emperor of Allrock is a title that in recent eras has been held in conjunction with that of the King of Tull is a hereditary title that confers legitimacy to rule the combined provinces of Allrock. The title only passes by one of three methods, Imperial decree from the Emperor condoned by their council, death of the Emperor or conquest. Though the final one is truly the only way that power changes hands. While the Emperor commands absolute authority in theory the reality of their influence in this role is largely in command of the Imperial Legion (which swears loyalty directly to the Emperor) and their position at the top of the Imperial bueracracy (which primarily enables them to ignore the bueracracy). Though they are still hamstrung by political and power dynamics of the continent that conspire to threaten their rule. As a result the efficacy of the ruler can vary wildly depending on their individual ability to wield power, ranging from a defensive self preserving attitude, to brutal despot, to glorious paragon.
