Clawtop Pennatition
High in the rocky ridges of this small butte is a Pennatition. Here a small group is dedicated to life with minimal outside trade. They emphasize humility, introspection, and minimalist worldly goods. Pennatitions were a form of self-exile, punishment for deeds done where the law had never convicted you. It is assumed that all members are thieves, cutthroats, robbers, and murderers. Amongst the crags can be seen kites flying in the wind with a tail full of colorful cloths. At the base is a cavern where they shelter draft animals and wagons to do minor trade without outsiders. Many of them here are tabaxi.
