Oligarchic Constitutional monarchy, Gimhaven is ruled by three equally powerful and equally respected people the Grand Arbiter is the voice of he heavens or the religious head of the city, the Primiarch who is the voice of the people of the city, the Archdruid who is the trusted voice of the Terrasque. The Archdruid is the only way the other two rulers know when the town is about to move so out of the three the Archdruid is given the most leeway and weight when it comes to large decision making
