The Council of Shadows

A council of dark figures which convenes once every year to plot the going-ons of the underworld of Vagus. The council takes in all kinds such as Revolutionaries, Cultists, World Dominators , Traffickers, Mercenaries, Swindlers, Sociopaths and Psychopaths. If someone business is not accepted in polite society they normally have a place on the council or take orders from it, for good or for ill. The Council's divine patron is Mythos.

Structure

It is rumored that the council is lead by a council known as the "Inner Circle" which contains the single member of each of the involved enterprise. The actual members of the Inner Circle are unknown.

Public Agenda

It is unknown that the council even exists, What is known is that there have been cases that wars have mysteriously come to an end because the bands of mercenaries are given orders emblazoned with the wax seal of a dragon's head. Revolutions ended when their leader receives a similar scroll with the same seal. There have been cases when the people who receive such a scroll and they ignore it go missing only to show up several days later with their eyes and tongue ripped out crucified outside where they where with the phrase "We are those who work outside the light" carved into their chest.
