Serenity
Serenity is a well hidden city in the jungles of Queclana, governed by Shifters and Changelings. Their society keeps to themselves after a thousand years of being prosecuted by the other races.

Government
Serenity is governed by a council of elders. These elders are chosen by the people to represent them. The council of Elders has 13 seats.
As judged by the local lawmaster themselves, any criminals discovered and/or convicted of crimes are subject to punishments befitting the crime.
Treason: Treason is punishable by death.
Murder: 8 - 15 years incarceration and a fine of 6000 gp, or death.
Assault with intent to kill: 1 - 4 years incarceration and a fine of 1,800 gp.
Assault with intent to injure: 30 days incarceration and/or a fine of 350 gp.
Kidnapping: 1 - 3 years incarceration and/or a fine of 800 gp.
Damage to council property: 15–60 days incarceration and a fine of twice the worth of property destroyed.
Damage to private property: 5–15 days incarceration or a fine of twice the worth of property destroyed.
Failure to pay taxes to the council: 5–30 days incarceration and a repossession of property equal to the amount owed.
Trespassing: 12 days incarceration and/or a fine of 215 gp.
Ownership of another intelligent humanoid creature: 5 years incarceration and a fine of 1,800 gp.
Stealing: 5–10 days incarceration and/or a fine of twice the worth of the stolen goods.
Taxes are due once a year and are collected by the taxmasters. Taxes are 8% of the overall earnings from that year.

Serenity has natural defences. Their first defence is living in the jungle. On top of that Serenity is build upon a cliff.
Infrastructure
Serenity is build out of stones, because of the jungle it is build in. The city is very much included with nature. Magical light eluminates the city at night.
History
Serenity is not very old. It was build 300 years ago to be a safehaven for Shifters and Changelings.
