Proctor
The most well-known (and perhaps most resented) Enforcers are the proctors, the regulators who publicly carry out the decrees and execute the orders of The Invictus leaders and elders. Every Invictus city counts proctors among its members, often directed and controlled by the Sheriff or even the Prince herself. Other proctors are roaming operatives, sweeping into a strange city to arrest traitors or investigate violations of the Masquerade. It’s the difference between the local FBI forces and the special agents that arrive to take charge of the crime scene.
Indeed, the proctors strongly resemble the FBI — policemen rather than soldiers, investigators rather than leg-breakers, holding to strict procedure and protocol rather than kicking down doors at random — which is not to say the rules won’t get ignored, if that gets results without causing further complications. Proctors hold esteemed Status within The Invictus; roaming agents can amass enough power and influence to compensate for their unsettled and dangerous existences.
