Summon Storm
Exactly how well would a Tempest sage fare in the hottest part of a desert with no clouds in the sky and no breeze? Not very well at all. Unless, of course, they create their own storm-like conditions. Hence, the creation of this spell!
Effect
The caster (or casters) call forth dark clouds, harsh winds, pounding rain, and whatever conditions are required to generate powerful lightning strikes. Typically, a single sage can only create a small storm that covers a small area near them, and only aids their spells within that range. Multiple sages, however, can create hurricanes. The more sages that work to create the storm, the more powerful it becomes - and the more difficult to control.
Side/Secondary Effects
If the storm is too powerful for the sage(s) to contain, it may unleash all of its energy. Lightning will strike as a natural storm might, injuring anyone caught in the way. There is a possibility of hail or freezing rain depending on the temperature of the surrounding atmosphere. And whoever created the storm will lose nearly all of their magical energy as it breaks free from their grasp. Careful planning and execution are needed to form a storm large enough to continue on for a significant amount of time after the casters cease pouring their magic into it.
Manifestation
The dark clouds that gather over the area of effect are brimming with electric and magical energy. If one looks close enough, they can see small sparks of lightning zap around within the clouds, just waiting to be unleashed by the sage that created them.
