Dragon Cult
An order of dragon priests exists in every Anayan province to serve as intermediaries between the local people and their dragon prince. Divine spellcasters affiliated with the cult have access to the Scalykind (Dragon subdomain), Strength, Travel, and War domains (and possibly another depending on the sect).
Structure
It is a mistake to think of the dragon cult as one unified entity; regional practice and beliefs vary somewhat depending on which dragon serves as its focal point. Cultists do not worship dragons, however. Instead, they attempt to emulate them- their strength, wisdom, magical aptitude, and regal bearing. High-ranking priests also serve as elected or appointed officials who carry out the will of the dragon they serve, and are the most powerful humanoids in any given province.
Assets
Cultists in each region have the resources allocated to them by their prince. This is typically a substantial amount, as dragons are canny enough to recognize a beneficial arrangement when it presents itself.

Most dragon cultists are human.
Territories
Dragon cultists can be found wherever dragons can, although the only place where they have significant influence is in the Anayan provinces. The black dragon of Asshad, Kosog, has attracted a very large following for a dragon so far from the cult's origin.
Military
Anayan provincial militaries are divisions of the local cult, and armies march under the banner of their dragon prince and the direction of their priests.

Attitude to technology varies between provinces and princes.
