Undertow

The vast number of organized pirates that sail the Jade Ocean needed a place to lay low and sell their ill-gotten gains. What started out as a merchant vessel that lost its sails far away from the coast eventually grew to the floating pirate haven known as Undertow. Built from the carcasses of former ships and held together by rope, duct tape, and pure luck, Undertow is a marvel of engineering that carries a small city and gently floats on the open seas of the Jade Ocean. Pirates, smugglers, and other business-folk travel here to trade wares on the black market, outside of the influence of the Empire or any other major political power. There are no laws here; only respect, infamy, and force will get you anywhere on Undertow.

Demographics

Few people actually live on Undertow, those that do often manage the black market or maintain the town's integrity.

Government

There is absolutely no governing body on Undertow. No laws exist but a common unspoken code of courtesy keep most people in line.

Industry & Trade

Undertow is the center of unregulated trade outside the borders of any state. Thus, it serves as a haven for pirates, smugglers, bootleggers, thieves, and other undesirables traveling through the Jade Ocean.

Infrastructure

Built from the hulls of former ships, Undertow makes use of the plentiful wood to create walkways and docks. The city also has a steam engine that it uses (albeit very rarely) to maneuver slowly.
