Corleneth the Radiant

Corleneth, an ancient silver dragon, explored the area that would become Okarthel before anyone else, and it was she who convinced the first wave of settlers to make the hard journey across the continent. She funded the construction of the colony from her own hoard, all the while extolling the virtues of peace and unity between the "eldest children of Bahamut" and their non-scaly neighbors. She is old enough to have grown up around dragons who remembered the end of the Dominions. Their stories had a profound effect on her, and she feels a painful empathy for all the humanoids who were oppressed by evil dragons in the past. But at the same time, Corleneth feels even more strongly for the scaly folk who refused to be complicit in those dragons' regimes, yet were still feared and loathed for centuries afterward. In her younger years, she adventured across Io and Vesperia in the name of Bahamut, winning considerable fame and the title of "the Radiant". But she's getting older, and her scars ache in the cold. Now, her mission in life is to give her "little cousins" a fresh start by creating a nation of peaceful, benevolent dragons and dragon-blooded humanoids.
These days, Corleneth serves as a spiritual leader and ceremonial head of state to Okarthel. She spends her time sleeping in her lair at Windshear Pavilion atop the mesa, advising clan leaders, and giving audiences to any citizen or visitor who needs her insight. The clan leaders run the city, but Corleneth is its heart and soul. Very few would go against her counsel.
