The Wand of Delay

Imagine if you will, a wand made of a common wood, with various clocks, watches and time keeping devices haphazardly attached to it. The user of wand can use it to cast any spell they choose at a target. But once they cast the spell, nothing happens. Only after a random period of time does the spell interact with the target. The delay could be anywhere between a couple of seconds and multiple weeks. A wonderous item created by a long deceased chronomancy user.
