Adam Subtractum

Independent, organized man who runs the census in The Beacon. Keeps track of everyone that is released from The Shunt and takes inventory of their race, skills, and profession (background). Also manages the storage and inventory for The Beacon, including general town storage and government-owned facilities such as the military fort. Adam (or one of his appointed assistants) is likely the first person that anyone speaks to after being released from the Shunt.
Maintains the registry of names. If someone is willing to give their full and complete name, they can check the registry for others who have done the same. Has a close relationship with Quartermaster General, and directs new releases to the adventurer's guild if they seem like capable fighters.
