Cetonius
The city is named after Ceto, the goddess of the dangers of the ocean and of sea monsters.
The city is known by the land people, but few visitors are allowed in- nor would it be easy for a land dweller to visit. They share territory with many oceanic monsters and have been considered a cold and withdrawn people.
However, the merfolk who live there will know that they are a tight-knit group who stick up for each other.
They hold a fear of the outsiders because in the year 745, the Lich King and his Umberion army invaded and attempted to colonize this city, knowing it would give them a tactical edge if they could control the aquatic technology that Cetonius holds.
The city thrives on bioluminescent lights and they love to showcase their talent for melding both nature and technology. Many are deeply spiritual but others rely more so on science (they make interesting druids and artificers).
There is also an established sect of paladins following the goddess Ceto. They call themselves the Order of the Tide and are considered an elite group and hold something akin to nobility in the Kingdom. Historically, they are the first called the line to protect the Kingdom from outside invaders.
These people come to land for trading but often hide their features to not draw attention to themselves, particularly since the Lich King takes great interest in their city.
Some are more flamboyant, however, and proudly carry their heritage in the outside world in the way they dress and show specialized aquatic characteristics (even on land some things like maybe some scales, webbed ears, or whatever the player chooses would show), however, this has occasionally gotten merfolk in trouble if they fall into the wrong crowd.
Culturally, it is encouraged for merfolk to keep their heritage “quiet” on land.
