Madam Elysha

Madam Elysha arrived late to Volarus, with a passenger barge refitted into a floating manor house with a full crew and servants. The real treasure she brought stayed below deck though, an enormous harem of over 150 "entertainers" from dancers to courtesans to the common prostitute. Staying back guaranteed the safety of her merchandise and herself which created an aggressive market for her to exploit, under heavy security measures of course.
Over the years the security measures have relaxed and other pleasure houses have risen, but they all pay homage to Elysha in one way or another. If you step into a brothel, restaurant or theatre chances are there is a trail of coin that leads back to Elysha's barge; The Wandering Wench.
Seemingly in control of a network of spies and operatives, her motives remain veiled behind pretty words and a mountain of information.
