Headquarters to the witch hunters/secret police. This city lives in fear under the totalitarian rule of imperial law and constant scrutiny of the witch hunters. Worst possible place to be if you're a magic user due to the Empire's largest prison for heretics and mages being places here. Torture is an expectation. Where magic users typically find death here, it isn't instant. They will torture you until you're of no further use to them, resulting in your execution.
