Fort Beluarian
Fort Beluarian is the second largest city in Chult. Whilst most people see it an unlawful version of central, this is not true, as there is a strong code of law and morals. There is more leniency however, which can lead to the widespread misconception of it being an unlawful city, made for ciminals.
Demographics
Most people who live within Beluarian are non-human, non-elvish, and non-dwarvish. The denizens of Beluarian tend clostest towards Dragonborn, Arakocras, Tieflings, Vedalken, And Minotaurs. Some of the smaller inhabitants include Tortles, Tritons, Centuars, Goliaths, Leonnin and Kitsune (though they do not tend to show their natural form).
Government
Beluarian is run mostly by one man, crowned "The Rightful". The current Rightful is a Firbolg by the name of Eula Chrono, a powerful chronomancer who has held rule over Beluarian ever since moved into it 70 years ago.
Whilst the natural state of Beluarian is a Dictatorship, Eula always attempts to follow what the people want, frequently visiting public locations and outtings while desguised.
As far as it's known, Eula has no children or spouse of any kind, and he intends to choose the next ruler himself.
Infrastructure
Most of Beluarian is made out of cobblestone and bricks. These more hardened and fortified houses and business buildings were made to deal with the weather, as well as the natural land of an oceanside city.
Assets
The Time Castle
Previously called the “Elysium”, the Time Castle is a place where powerful figures reside. This almost exclusively houses the current Rightful and his staff. However, since Eula Chrono took ownership of the building, there are sanctioned sections made for common folk in need of housing, and a sanctuary for any renowned adventurers in order for them to have rooms away from their everyday inn. The Bloody Marry
The largest Inn located in Beluarian. Run by a rowdy and rotund Minotaur by the name of Bazzaru, the Inn is frequented by almost everyone in town. A rustic interior supported by paintings of past owners and notable individuals, combined with the cool and calm rosewood floorboards, the Bloody Marry is a place for any traveller to get some good alcohol, a meal a plenty, and a nice nap. The Water Down Winery
Though specified to be a winery, this establishment has recently expanded to also include various ciders and ale’s. Owned by a charming Triton named Gillmere, the establishment is kept up to date with the newest and rarest materials that could possibly be gained from the deepest depths. Though her charming demeaner can be off-putting from a business perspective, Gillmere is no doubt the most global exporter of exotic wines, and soon to be other alcoholic beverages too. Owned by a rather large Goliath named Dimir, who could almost be mistaken as an incredible tall nine foot tall Dwarf, the business is a mystery to most. Dimir seems to only allow a select few adventurers into his shop, and those adventurers say that they are never allowed to speak of what they saw. Babbling Books
The local enchantment store. Whilst the personalities of the employees aren’t much, the work that they produce is incredible. Almost 40% of all enchantments done in Beluarian are done by this workshop and its wonders. The Blood Crystal Ravine
A reserve for the small amount of Kitsune that have come out of their hidden skins. This is a place made for tranquillity, located near the Time Castle in order for Eula Chrono to keep a careful watch over the state of the endangered and mystical creatures. Holy Church of Divine Gods
An Incredibly large and holy church, that is used as the worship place of multiple gods that are non-evil. The church itself has internal ranking systems, but does allow commoners who aren't a member to join in ceremonies. Stones and Steel
A gladitoril fighting ring, filled with the most brutal and innocent fighter. Those who wish to participate in their events can pay a fee, and select a level of skill they deem appropriate for themselves. Those who lie about their skill level are heavily punished, sometimes even with imprisonment, as the hall holds honour in battle above all else. The Wizard’s Wonderful Emporium
A place of study for magic users seeking knowledge. It’s run by a Kitsune brother-sister duo. The two of them constructed the building as a place for those who are magically adept to share knowledge and skills, whilst gaining their own knowledge from others. Secrets are still held, but most of the work and stories told are informative, even to the most powerful magic users. The Furious Night Squadron
The band of military forces that make up Beluarian’s defence force. Whilst the force is small, it’s made up for with their heavy artillery of unique and well trained dragons. They gained their name for one of the elusive species of dragon the group has yet to be able to train.
