The Many Layers of Magic
Because of Voragos' long history of constant divine flux, many sets of laws of magic exist in contradiction at once.
Think of it like a stack of colored construciton paper, with each paper being a "field" or set of magic. The top layer is the dominant layer, usually the field of physics. However, some things can temporarily "push" another field to the top (in a limited area). The closer a field is to the top, the easier it is to manifest. Order is not the same as power: a deeper layer is not weaker, just more difficult to manifest.
What manifests a field? Many things, different for each field. Environmental factors such as weather, sacred location, and emotional vibe (such as the nervous tension in a war camp before a battle) can promote/inhibit a field. Completely arbitrary things like certain metals or rhyme and meter can promote/inhibit a field. Rituals also generally promote a field.
Universally, willpower, precision, and belief promote fields. The more precisely a spellcaster performs their spells, and the more determined they are, the greater the effect. The more people believe a field will manifest, the easier it is to as well (same if they doubt it).
