Thieves Guild
The Thieves Guild of Vorago is an unofficial, underground, widespread organization present in most urban centers of the continent. The guild attempts to organize and regulate burglary, thievery, smuggling, and the black markets through positive incentive and soft power. As such, they have tenuous but positive relations with other local orgs and governments.
By the nature of the "profession", the guild is decentralized. Members are invited by other members, no membership is recorded, and policy enforcement is upheld by individual members. Guild members may learn of drop points, patrol routes, and access a better regulated black market. In exchange, they swear to minimize violence (robbery/banditry is frowned upon), direct heists towards the rich and powerful, and reinvest some of their "profits" to the poor. Members who fail to more or less uphold the code are warned, then membership revoked, then finally terminated by other active guild members.
Guild services are also available to non-members, if you know where to look and how to pay. If you need something stolen, professionals are available for even the most dangerous jobs. Conversely, if you want your property RE-stolen, the guild is more than happy to help you out, keeping their business booming.
Only one of the many rumors about the thieves guild is true: many of the elite and veteran members are actually were-rats.
