Tri-Island City

Tri-Island City is a city that consists of three large, interconnected islands.
Upper Island, Center Island, and Lower Island. Each of these areas of the city is distinct and ruled by different contending factions.
There are several smaller islands connected to each of the main islands, as well as areas that are outside of the city limits.
