Raven Rock

Raven Rock was once a gnoll stronghold, filthy and vile. The Order of the Ardent Sword destroyed most of it, rebuilding it with spacious streets (so a parade of knights on horseback could easily get through town) and sturdy fortifications.

History

Raven Rock was once a humble farming community until it was sacked by gnolls. The gnolls kept it as an outpost and slave camp until 1412 CY where the Order of the Ardent Sword retook the city, freed the slaves, and slew the gnolls to the last. Since the retaking of Raven Rock, it has seen a remarkable growth period quickly rising to join Emberfell, Zardossk, and others as a major power in the North.

Foreign Relations

While Raven Rock is on relatively good standing with the other members of [the coalition] (except Zardossk,) many of the independent townships and villages are wary of the Order's militant concepts of right of rule. Few wish to be in any position that the Order may perceive as "weak" or "immoral" for fear that their villages may soon be under martial law as well.

Legislative Body
The Order of the Ardent Sword maintains a strict code of martial law over the city, holding the civilian population to the same standards of conduct and order as they do their own members. While for more civilian-based issues they may rely on civilian advisers, ultimately it is up to the Grandmaster and the Marshals to decide whether to implement a proposal.
Judicial Body
Members of the Order who are not active on a mission serve as Raven Rock's city guard, patrolling the streets to ensure that all follow their sometimes draconian sense of order. Criminals are brought before a tribunal of ranking officers of the Order who will judge the defendant based upon their militaristic code of conduct. Defendants are permitted a lawyer, although not provided one, to make their case.
