Adalmann would be responsible for the admiralty of the Reik, and therefore the Reikland navy, were he competent. Yet for the past 15 years, the sea lord has not attended council meetings, nor had a single order heeded by the Reikland’s naval captains. He has been confined at the Great Hospice near Frederheim for some respite.
