Civil Government of Albero Fiamme

After the Coup of 75 PB and the Storming of Albero Fiamme in that same year, the city of Alberio Fiamme went under drastic changes in it's governmental system. Where before the city was ruled by a coalition of an aristocratic and an oliarchic council, being ruled by a by the Royal High Council chosen Senator.

Pre-Revolt Government

Before being besieged by the Kingdom of Vexan, the city of Albero Fiamme profitted under a semi-autonomous status under the King of Vexan, Berhin II. This meant that while the city was still obliged to collect taxes for the state, and follow the High Law, they were free to make their own Lower Law and decide on their own how te tax collection would be spreaded, as long as they reach the average of 10 GP per head per half year. In practice, all these things would change from ruler to ruler.

Parties and Councils

The pre-revolt city of Albero Fiamme was like said earlier ruled by a coalition of an all-noble 70 man strong aristocratic council and a oliarchic council, consisting of 50 rich and prominent tradesmen and buisnessmen. Out of these in total 120 councillors is a Prefectural Council chosen, consisting of 25 men, 15 from the aristocrats and 10 from the oliarchs. Their job is to write and discuss law and diplomacy, and to deliver every month new plans to the Prefunct-Senator, who's job it is to inspect the new policy on loopholes, effectiveness and overall quality, and then sign the law or discard it.

This Prefunct-Senator is directly chosen by the High Council in Bridgehead and is almost always one of their own. Normaly this Prefunct-Senator rules from the moment is is asigned for the next 20 years before leaving his post. Although multiple exeptions to this rule has been made through the years. A list of the Prefunct-Senators:
  • 1PB-14PB Pierrey Guilloux
  • 14PB-34PB Garnot Guilloux
  • 34PB-55PB Henricus Berthelot
  • 55PB-75PB Rogier About
  • 75PB-75PB Riccio (........)

Court System

The pre-revolt court system in Albero-Fiamme was quite simple. Criminals were brought for a court of 4 judges, who then heard the report from the prosecutor and possible witnesses. The suspect then will have a hundred seconds to defend himself before the judges will decide wich punishment to apply. This is done by voting of the judges for the sentence. Naturaly, since 4 judges make a equal vote possible, the highest ranking judge is appointed to the temporary rank of Court Judge, wich made his vote count double in the case of an equal vote.

Overall, the so called Book of Legal Punishment was more a collection of examples of punishments then the actual law from wich the judges could not diviate. The legal system in Albero Fiamme is known for being particulary easy on it's citisens. Often paying fines themselves if the convicted could not pay them.

Post-Revolt Government

After the Siege of Albero Fiamme in the year 75PB, the status of the city was changed from a so called free-city to an order owned close vassal-city. This meant that the city constitution would be scrapped and martial law introduced. Ruling the city would now be a military order; The Order of the Red Dandelion. They control every aspect of the government, from city planning to the justice stystem.

With these changes the government shifted from being quite loosely governed, with few set rules and consequences for those rules, to a miniature police state. Where every citizen is controlled often on knowledge of the law and where written punishments for breaking laws are actually enforced, may it be that those punishments became quite a bit harsher with the reforms.

Parties and Councils

The new government consists unlike in the pre-revolt city only of one council called the Flowerfield Council. This council is made up from 40 master's from the Order of the Red Dandelion, together with 5 representatives of the people, called Quinbunes.

Together they discuss everything going on the city, from social problems to financial ones. Only religious problems are dealt with seperately by the Council of Faith, a council consisting of all the city's high priests.

The city is leaded not like before with a prefunct-senator, but by a Grandmâitre of the Order. now called Grandmâitre-Senator.
