Before being besieged by the Kingdom of Vexan, the city of Albero Fiamme profitted under a semi-autonomous status under the King of Vexan, Berhin II. This meant that while the city was still obliged to collect taxes for the state, and follow the High Law, they were free to make their own Lower Law and decide on their own how te tax collection would be spreaded, as long as they reach the average of 10 GP per head per half year. Their job is to write and discuss law and diplomacy, and to deliver every month new plans to the Prefunct-Senator, who's job it is to inspect the new policy on loopholes, effectiveness and overall quality, and then sign the law or discard it. This Prefunct-Senator is directly chosen by the High Council in Bridgehead and is almost always one of their own. Normaly this Prefunct-Senator rules from the moment is is asigned for the next 20 years before leaving his post. Although multiple exeptions to this rule has been made through the years.
