The Charter Of Sentient Races

During the emergence into the new world, there was concern about the lack of governing laws between races and that sentience would not be honored between some races that had long grudges. The solution was to declare clearly and decisively which races had the rights of a sentient being. And if sentience was found in another race how they may apply to receive those rights.
It also put into place three rights that every sentient being had. and the consequences of any government or individual violating those rights while knowing they were doing so.

Purpose

This document secures three rights for all sentient races and defines witch races are sentient and how to determine if a new race is sentient or not.

this agreement lasts until every sentient being is dead or unable to read, however, section one may be altered so long as it is in accordance with section three.

We The Four

hearby and forevermore to ensure the fair treatment of all sentience under the law in an equal manner, that none shall be reduced to that of animals or monsters, do ratify the following document. So that our children and our children's children may know that they will never be subject to domination under another race, and know that if they are unjustly treated that vengence of the whole world will rain down upon the violater. May the world have mercy on their soul.

Article 1.

Here are listed the sentient races of the world. From the year 699 (NOW) to the end of time those belonging to these races have all rights afforded to a sentient in this or any other document.

• Elf
• Dwarf
• Dragonborn
• Halfling
• Gnome
• Goliath
• Drow
• Teifling
• half-orc

Any and all sub-races of these are counted as their parent race. Any half breed that has BOTH parents from the list above is counted as sentient.

Article 2.

Here are listed the three rights of a sentient being.

1. A sentient being may not be bought, sold, traded or deemed property under any circumstances.
2. No nation, government, ruling body, company or individual may outlaw the presence, existence, or ability to have ownership of any sentient race in the world or their nation. In times of war restriction on movement may be imposed but not so that a sentient cannot live in, pass through, or cannot leave the area under the control of the governing body or person.
3. If accused of a crime a sentient must be informed of the crime and given fair opportunity to prove their innocence. these trials may not be secret or closed from the public.

If a person or nation is in violation of these laws they are subject to the punishment in article 4 of this document.

Article 3.

Here is given the standard by which sentience is judged, and by which a race may be added to article 1 as a sentient race.
A sentient race must be all of the following

• Be able to speak a language.
• Not be reanimated.
• Not be summoned from another world.
• Not be created by artificial means.
• Have the capacity to learn.
• Be able to make their own decisions unaided.
• Have a population of over 100.
• Be able to honor treaties, laws, and regulations.

For a race to apply for sentience they must provide 10 samples of their kind and be able to prove all of the things on the list. Every 5 years no matter if there is war or any other disaster a representative from every nation, and race must attend a meeting to review applications for sentience. After evidence is presented and the 10 subjects from the applying race make their case. A majority vote on every point will be decided if the race receives sentience or not. Races may only be added in this way and once sentience is received it may only be revoked by article 4.

Article 4.

If an individual is found guilty of violating one of the three rights of sentience they are to execute in the manner that the governing body who found them guilty deems fit. If a government is found guilty of violating one of the three rights of sentience the ones responsible for the government are to be executed, War is to be declared if necessary by all races that have signed this document. If a race is found to routinely disregard the three rights of sentience then they are to be removed from the charter of sentience article 1 and counted as monsters by all other sentient races. If it is a sub-race or half-breed then they specifically are to be removed from article 1 and noted below as monsters. These races can apply for sentience after no less than 20 years from their removal from sentient status.
