The Quori

The Quori are known as evil, controlling outsiders native to Dal Quor, the Realm of Dreams.
The history books say that they once warred with the ancient Giants, opening portals from the Realm of Dreams, but after losing that war they were cut off completely, their portals closed and Dal Quor severed from Eberron. Quori have not been seen on the material plane for millennia after this.
In modern times they hold little obvious power over most nations and people, but rumours persist that they rule the continent of Sarlona from the shadows, and direct elite agents known as the Dreaming Dark to carry out their wishes abroad.
