City Watch Wardens

Each city-state of the Human Territories has a group known as the city watch which is tasked with enforcing the law. Not to be confused with the military, the city watch only handles domestic problems. The only goal of the city wardens is to protect the citizens of their respective city-state regardless of origin, gender, or appearance and maintain the peace.

Structure

They're exact numbers vary from city to city depending on size, funding, and overall availability. The city watch is also one of the first organizations to employ both humans and dragons, a trend that continues today. Wardens, as they are called, are grouped into pairs consisting of one human and one dragon each.   The ranking system of the city watch is very loose compared to more rigid military organizations. The city is divided into districts with a group of wardens housed in each district. The one in charge of watching over all the districts is known as the Marshall and they answer directly to the ruling governing body. At the head of each one is the Captain and the Prefect. The Captains is in charge of the wardens themselves while the Prefect handles political affairs. Below them is the rest of the wardens who are all Wardens (easy enough to remember at least). However, the oldest members are considered senior wardens and are given superiorty. The newst members are considered recruits and are often paired with a senior warden to learn the ropes.   Marshall's are often appointed by the current leader. Captains and Prefects are often appointed by the Marshall. All other positions are filled by volunteers.   The only exception to this rule is the Dragon's District. While the dragons prefer to govern themselves, they often recognize the authority of the city watch. In some areas, the Dragon's District is considered a separate ward and the District Lord is in charge of appointing the Captain and Prefect who will manage the ward. The Marshall, however, does not answer to the District Lord.
