District Lord

Every dragon district is run by the District Lord. In principle it's not too dissimilar from a clan Matriarch, however, the title of “Matriarch” is not used to avoid angering the wild clans. Like the clan Matriarch, only females are considered to become District Lords although a male could hold the position since it lacks the stringent requirements of a Matriarch. However, because dragons are used to living in a matriarchy, they only consider females. Also, no domesticates are ever chosen for the position.
The District Lord is essentially the governor of the area. She is responsible for every dragon living in the dragon district and is responsible for ensuring their needs and rights are protected. This includes policing the district, acting as an emissary between the dragons and officials. The exact reach of the title varies with each city-state.
Unlike the clan Matriarch, the District Lord is not killed by the previous one. Instead, the dragons choose who the next will be. Many dracologists believe it is an attempt to mimic human government practices. The District Lord is chosen by popular vote however no formal ballots are held. The dragons simply recognize a dragon as their leader and follow her until they decide otherwise. This makes District Lord a more volatile position.
