Pirate Republic

The citizens of the Pirate Republic rarely have much in common and more often than not don't even like each other. Many of them aren't even proper pirates, despite the way they call their country. In the eyes of many outsiders, the whole Pirate Republic is but a bunch of rats curled up in corners and desperately trying to survive the cat that is coming for them. What most of them tend to forget is that cornered animals are the most dangerous, and the cats aren't always the ones who come victorious out of such fights.
The Pirate Republic does not have many rules, and neither is it a formal organisation. Instead, it is more of a council of influential individuals who decide on the affairs deemed strategic for the future of Windless Haven. The name naturally stems from the fact that most of such individuals happen to be powerful pirate captains, defining the main interest of the council's majority. In fact, the only rules that everyone must strictly follow concern things deemed important to the island's defences. Among those is providing information about sighted military vessels and possible invasion plans of major countries, as well as fighting on the front lines should it come to it.   As a result, all of the Pirate Republic's citizens have to rely on someone else's power to defend themselves, meaning that they have to group together. Often, the safest group to join is one of the pirate crews, since they would not wait to retaliate for harming any of their members. In other cases, a big and well-armed group may decide to make money out of their strength, acquiring or building a ship and forming a new pirate crew. Deals between two different pirate captains are also much more reliable than all other forms of contract on the island. Since no crew wants to risk being betrayed, it is an unwritten code that the Pirate Republic's council condemns any proven violation of such a deal, leaving the culprits without any possible support from their fellow pirates.
