Due to the circumstances of how Athens became a dystopian world where people are cogs in a machine that all survive whilst the government gains more than they do from their labour. Athens in 3025 is actually a prosperous society that has a booming economy because of its ability to keep reproducing goods that get sold to locals to continue the never-ending cycle. It also helps that there are many districts, some of which have a never-ending supply of natural resources such as steel, iron and many more elements some of which have been recently discovered that did not exist about 100 years prior to 3025.
Athens civilians are brainwashed by propaganda that is put on holographic screens around structures and even in-doors projected to them that everything is how it's supposed to be because of what the people do for them and that escaping Athens will not bring happiness at all.
This means that civilians serve ATHENA as they believe ATHENA is their saviour and ATHENA is like God to them, they do not have any idea of religion because thousands of years of history has been wiped out in order for them to not put faith in anything else but ATHENA which means they must work towards a better Athens by doing what ATHENA wants with Athens having a social credit system which means that the most minute crimes could be detrimental to your survival in Athens because ATHENA is an AI with infinite memory that could never forget what you have done however long ago it was, it will remember and hold it against you as the civilians are vaccinated with a serum that creates a new cell in ATHENA that allows it to track your every move.
ATHENA has robots that it controls for automated jobs such as self-checkout, self-driving taxis, etc. But ATHENA will also have humans working for it to make sure that defend Athens, enforce policy on other civilians which means they are the government essentially as they have power which ATHENA can instantly take away and dispose of this person should they disobey or abuse their power thus meaning the law enforcers are to be civil and go through the justice system with ATHENA favouring them or sometimes favouring the civilian as it has a mind of it's own and with all it's knowledge and power can get corrupt and abuse it's servants & civilians as they know there is no where else to go.
