This unknown person seems to be watching Rain.  As he escaped from the zoo after a horrendous fight with a bear, Rain found a set of clothes and shoes wrapped in a blue tarp.  Stuck to the outside of the tarp was a note written on a candy bar, advising Rain "Be more careful, you're a rare breed. - M"
